For actual CSS advice, use your Devtool's (F12) "Hover to select" function in the Inspector. Then use the right window to add temporary CSS changes, then add them in the Edit page.
My advice would be to learn basic HTML first just to get the structure of how all of this works, then you can learn CSS. Search around YouTube or the web if you need any material to learn on.
