sike she actually did quite a few things wrong, though it's understandable since she didn't think she could trust people and couldn't get the information to know she didn't have the full, accurate story. That said, she did what she thought was right based on the information she had and hence, despite starting a war, she isn't fully bad (though still an antagonist in the story)
