wandavision // is westview real?

i was watching ep 4 again, and i focused one of the eastview police officers saying 'they had never even heard of westview', but in ep 8 we find out that westview was a built town from way before wanda came? they surely would've heard of it because the town looks so old and rundown, unless it wasn't real?

theories:
agatha created westview in order to learn from wanda's magic by making her breakdown and release all this powerful magic (chaos magic). also isn't it a coincidence that 'vision' bought property right next to a house with a witch's basement? I'm just saying that maybe this was all a trap to make agatha stronger and more powerful.
