CSS HELP!!!

can anyone help me on the url box!! i want it to be one of those pictures that u see while scrolling but it just won't work. The picture i'm using just stays at the very bottom of the page and doesn't move at all. PLEASE SOMEONE HELP ME!!! I've been working on it for a couple of hours. :(
