HOW DO I USE CSS???!!!

I've pretty much learned the basics like
changing my background color.
changing the font.
but my pea sized brain can't comprehend on how to add an image of a gif to my background T-T.
if you have any tips on how to do and and possibly show me how to add a YouTube link. it would be greatly appreciated and id love you forever <3
